Manufacturer's special sales permit
Who can apply for a manufacturer's special sales permit
You may apply for a one-time manufacturer's special sales permit if:
- You want to sell authorized gambling equipment. Learn what is defined as gambling equipment (app.leg.wa.gov)
- Gross sales from authorized gambling equipment will be less than $25,000 during your permit year
- You will not have an ongoing vendor/customer relationship after the sale or installation of the gambling equipment.
You may be assessed additional fees after an estimate of the permit investigation costs have been established.
Manufacturer's special sales permittees must comply with all rules, including those for manufacturers.
When to apply for a manufacturer's license instead of the permit
You will need a manufacturer's license if you:
- Fail to meet the requirements of a special sales permit
- Want a renewable, annual license.

Required training
After we grant your permit, you have 30 days to complete your required training:
- Review all the rules for all licensees: 230-06 Rules for all licensees (app.leg.wa.gov)
- Review all the rules for manufacturers: 230-16 Manufacturer, distributor, and gambling service supplier rules (app.leg.wa.gov)
- Learn what would be considered criminal violations (PDF, 25 KB)
Required recordkeeping
You must:
- Keep records to provide in case we audit your business
- Complete the records within 15 days of the last day of each month, every month.
Retaining your records
You must retain the records for 3 years from the end of your fiscal year.
Renewing your permit
The manufacturer's special sales permit will be issued for one year and is not renewable.
