Who can apply for a manufacturer license
You must apply for a manufacturer license if you:
- Make or assemble a completed piece or pieces of gambling equipment for use in authorized gambling activities
- Convert, modify, combine, add to, or remove parts or components of any gambling equipment for use in authorized gambling activities
- Manufacture group 12 amusement games.
Gambling equipment means any device, gambling-related software, expendable supply, or any other paraphernalia used as a part of gambling or to make gambling possible.

You must show your ability to comply with all manufacturing, quality control, and operations restrictions imposed on authorized gambling equipment that you want to manufacture or market for use in Washington State.
The licensing process may include an on-site review of your manufacturing equipment and process for each separate type of authorized gambling equipment to ensure compliance capability.

Manufacturer representative information
If your business has any employees, they may need to apply for a manufacturer representative license.
If you are a substantial interest holder in a manufacturer, you do not need a representative license to perform representative duties connected with that licensed business.

If you already have an active gambling license with us and would like to add manufacturer as a new activity, complete the "Add an Activity" application.

Required training
After we grant your license, you have 30 days to complete your required training:
- Review all the rules for all licensees: 230-06 Rules for all licensees (app.leg.wa.gov)
- Review all the rules for manufacturers: 230-16 Manufacturer, distributor, and gambling service supplier rules (app.leg.wa.gov)
- Learn what would be considered criminal violations (PDF, 25 KB)
Required recordkeeping
You must:
- Keep records to provide in case we audit your business
- Use the double entry accounting method
- Update your records monthly.
Retaining your records
You must retain the records for 3 years from the end of your fiscal year.
