Gambling Equipment Inquiries

As of August 26th, 2025, we no longer accept or respond to Gambling Equipment Inquires. The webform has been removed from our website. 

We must approve all electronic or mechanical gambling equipment (WAC 230-03-200) and any upgrades to previously approved electronic or mechanical gambling equipment before it can be marketed, distributed, and operated in Washington. WAC 230-06-050  - Please use the appropriate submittal process below based on the type of equipment you want us to review.

New proprietary game rules

Complete these steps to submit your new game rules for review. 

A $1,000.00 deposit is required with this submission and can be paid through MyAccount (please contact us to use this method) or can be mailed with your completed documentation.

1. Complete the Game Endorsement Form for New Proprietary Games Application (PDF, 61 KB)
2. Send your materials to us using one of the addresses listed at the bottom of this page.

Changes to previously approved proprietary game rules

Complete these steps to submit your game rule changes for review. 

A $500 deposit is required with this submission and can be paid through MyAccount (please contact us to use this method) or can be mailed with your completed documentation.

1. Complete the Game Endorsement Form for Changes to Previously Approved Proprietary Games Application (PDF, 61 KB)
2. Send your materials to us using one of the addresses listed at the bottom of this page.

Tribal Lottery System (TLS) equipment and software submissions

Please submit using MyAccount under Submissions as a TLS Submission.

Equipment submissions

After submitting using MyAccount, follow the delivery instructions to coordinate delivery of your equipment.

Software submissions

After submitting using MyAccount, each of the items below must be completed to place software in our testing queue.

1. Install the software in our lab and make sure it is operational for review.
2. Provide the software to us by either uploading it to a secure file transfer site or sending it on physical media (USB is the preferred media type) to one of the addresses listed below.
3. Ask your approved independent testing lab to release your certification.

Tribal, commercial, and nonprofit gambling equipment (non-TLS)

Please submit using MyAccount under Submissions as a Non-TLS Submission.

A $2,000 deposit is required with this submission and can be paid through your MyAccount once you submit.

After submitting using MyAccount, each of the items below must be completed to place the non-TLS submission on our testing queue

1. Install the software in our lab and make sure it is operational for review.
2. Provide the software to us by either uploading it to a secure file transfer site or sending it on physical media (USB is the preferred media type) to one of the addresses listed below.

For all equipment deliveries, follow the delivery instructions to coordinate delivery of your equipment.

If you're sending submission materials by mail, make sure you use the correct address based on the carrier you're using.
