Public petitions received by the agency requesting a rule change in which the Commissioners have initiated rule-making proceedings.

Use of TITO with
table games play.
The Gambling Commission received a petition requesting the ability to use ticket-in/ticket-out using an iDROP kiosk device in licensed card rooms to purchase and redeem tickets for table games play. At their January 2022 public meeting, Commissioners voted to accept the petition and initiate rule-making to consider amending existing rules and/or adopting new rules to allow for the use of ticket-in/ticket-out devices and/or equipment, such as an iDROP kiosk, in licensed card rooms, for table games play.
WAC 230-15-150
Selling and redeeming chips.
The Gambling Commission received a petition to amend WAC 230-15-150 to allow for the purchase of chips using debit cards. At their May 2022 public meeting, Commissioners voted to accept the petition and initiate rulemaking to consider amending existing rules and/or adopt new rules to allow for the use of debit cards to purchase chips with the understanding that controls would be put in place to account for debit card transactions in gambling records and that responsible gaming practices be addressed.
WAC 230-15-140
Wagering limits for house-banked card games.
The Gambling Commission received a petition to amend WAC 230-15-140 to increase the maximum single wagering limit from $300 to $500 for all house-banked games with the ability to raise the limits to $1,000 for a select number of tables. At their August 2022 public meeting, Commissioners voted to accept the petition and initiate rulemaking to consider amending existing rules and/or adopt new rules related to wagering limits.

WAC 230-15-685
Restrictions on progressive jackpots.

The Gambling Commission received a petition to amend WAC 230-15-685 to allow house-banked card room licensees to connect more than one progressive jackpot on different card games. At their March 2023 public meeting, Commissioners voted to accept the petition and initiate rulemaking to consider amending existing rules and/or adopt new rules to allow for more than one progressive jackpot on different card games.
WAC 230-03-138 The Gambling Commission received a petition to amend WAC 230-03-138 to amend the definition of a "qualified sports team" to include the four teams of the affiliated professional minor league baseball and the four teams of the Western Hockey League. At their May 2023 public meeting, Commissioners voted to accept the petition and initiate rulemaking to consider amending the rule.

Staff-initiated rule changes.

WAC 230-05-160 Charitable or nonprofit organization fees.
WAC 230-05-165 Commercial stimulant organization fees.
WAC 230-05-170 Fees for other businesses.

The Gambling Commission is reviewing its licensing fees to ensure that they are sufficient to cover the agency’s costs of licensing, regulation, and enforcement in the coming years. The Commission will also review and adjust license fees for three different types of sports wagering vendors: 1) major sports wagering vendor; 2) mid-level sports wagering vendor; and 3) ancillary sports wagering vendor. At their January public meeting, Commissioners voted to accept the staff recommendation to initiate rule-making to adjust license fees.

WAC 230-06 Rules for all licensees. Commissioners asked Gambling Commission staff to review, amend and/or suggest new rules related to problem gambling signage and materials. CR-101
WAC 230-10-460 Shared bingo facilities. With the passage of HB 1707, An act related to bingo conducted by bona fide charitable and nonprofit organizations, WAC 230-10-460 needs to be changed to be consistent with the amendments made to RCW 9.46.0205.
