Our commissioners

Chair, Commissioner Lawson is an enrolled member of the Iowa Tribe of Kansas and Nebraska. She is an attorney with Schwabe, Williamson and Wyatt in Seattle working with tribal governments and tribal entities. Her areas of practice include Native American law. She frequently advises companies doing business in Indian Country and works with tribes and tribal members on estate planning and probate matters. 

Vice Chair, Commissioner Levy is an attorney who practices business law, estate planning and real estate law. She completed her undergraduate work at Washington State University in 2003 and graduated from Gonzaga University School of Law in 2010. Commissioner Levy gained experience working in larger law firms in the region before starting her own firm in Spokane in 2015.

Noah Skartvedt is a professional firefighter paramedic and a labor leader with his local union in the International Association of Fire Fighters. He is dedicated to community service, volunteering with the Muscular Dystrophy Association’s summer camp and participating annually in the Firefighter Stairclimb to support the Leukemia & Lymphoma Society. Outside of his work and volunteer commitments, Noah is a devoted husband and father who enjoys getting outside and exploring the Puget Sound region with his family.

Michael Charles is a seasoned public affairs professional with over 15 years of experience in addressing complex issues through strategic communications and community engagement. As the founder of a successful public affairs firm, he has worked with a diverse range of clients, including candidates for public office, businesses, nonprofit organizations, and community groups, to develop tailored strategies that drive impactful results. Beyond his professional work, Michael is committed to community service. He serves on the Board of Directors for the Scouts of Chief Seattle Council and the Beacon Business Alliance. Michael is also a proud husband and father of two children, balancing his work with a deep commitment to family and community.
