Proposed Rule Change: Fee Simplification Amendments

In 2017-18, the Gambling Commission amended its rules to simplify its reporting and licensing fee structure. After a year of implementation, staff reviewed our rules and have proposed some amendments that would help provide clarification for licensees to ensure that all reporting, licensing, and recordkeeping requirements are met. Proposed amendments to WAC 230-11-100, a rule pertaining to recordkeeping requirements for raffle licensees, required the Gambling Commission to complete a small business economic impact statement (SBEIS). The Legislature enacted the Regulatory Fairness Act, chapter 19.85 RCW, with the intent to reduce disproportionate costs of state regulations on small businesses. Under this law, the Gambling Commission completed an SBEIS to ensure the proposed amendments would not impose more than “minor” costs on licensees. The SBEIS can be reviewed here.
